Does the State of Texas has to re-bid a contract every year?

I am working for a contractor that was awarded a contract with the State of Texas last year. It was for a year and was supposed to be extended for 5 more years. Now the State of Texas is re-biding the work. Are they, by law, required to re-bid the contract every year? Is there any reason for that (other than performance)?

Not really, but there may be a legislative reason why it’s being re-bid. A good rule of thumb as a contractor is to get feedback from your manager along the way to ensure that you are doing a job that is exceeding their expectations so that you’ll get renewed. Also check with your vendor, they may be “re-bidding” for a “best value” — you.
