We have now received two noise complaints before quiet time (10pm). Once at eight pm. And then today at one in the afternoon while my room mate was sleeping and the music was not even louder then the VACUUM I received one!!!! What are the renters rights on this?

take reports of everything to the housing commissioner and your rental agreement – dispute to the rental agreement and file that these charges are un true. how do they distribute the noise complaint? do the police come out? Get the records that show when and where and why. Take these with you or you may have to forfeit your rental agreement and move. you might try a formal written letter letting your land lord – make copies – know where this curfew became a dysfunction to the building and changes could be up for petition.
