what does released on label mean?

does that mean that the label will PAY or budget the artist/band’s recording, mixing, mastering costs, basically the production costs of its album, until it’s been released?

For example, when there’s a sentence like “The Ting Tings’ first double-A side single “That’s Not My Name/Great DJ” was released on local label Switchflicker” , what does exactly mean?

also , 2nd related-question is, is it really easy for an artist to start their own independent label? ‘cuz i kept hearing these days of how artists seems have/build/start their own independent label.
what are the things needed to do for artist to start independent labels?
does it need some kind of business contracts, or procedures?
and can it only focus on the artist’s music only, or should it also discover ANOTHER artists/talents and produce, also doing promotion & marketing on them?

depends on the deal. Major labels will “pay” all of the costs (but it comes out out of artist royalties) and most indies will pay for mastering and pressing and promotional costs only.
Starting your own label could be as big or as small as you want. If you have the $ $ $ you could sign several acts (again there’s no real rules, an indie label may not use a fomal contract. That involves lawyers and it costs…) or the label might be only to release the material of the band or DJ that started it.Some big indie labels may have similar business models to major labels. Typically, a small label that releases the several artists wouldn’t pay for studio time, other than perhaps (but not always) mastering. Unless it was a big Indie label (like 4AD, Matador, Heavenly or Modular) the budget wouldn’t stretch to much other than pressing and distribution/promotion. After all it is the name on the label on the disc that counts. (the term comes from the old days of 7″ vinyl). hope this helps
